WRC-23 Opens up 6GHz Band to Pave the Way from 5G to 6G

The World Radiocommunication Conference 2023 (WRC-23), spanning several weeks, concluded in Dubai on December 15th local time. WRC-23 discussed and made decisions regarding several hot topics like the 6GHz band, satellites, and 6G technologies. These decisions will shape the future of mobile communications. **The International Telecommunication Union (ITU) stated that 151 member countries signed the WRC-23 final document.**

The conference identified new IMT spectrum for 4G, 5G and future 6G which is critical. A new frequency band – 6GHz band (6.425-7.125GHz) was allocated for mobile communications in ITU regions (Europe, Middle East & Africa, Americas, Asia-Pacific). This enables unified 6GHz mobile coverage for billions of population across these regions, **which will directly facilitate rapid growth of the 6GHz device ecosystem.**

Radio spectrum is an important strategic resource. With mobile communications advancement, the scarcity of radio spectrum has become increasingly pronounced in recent years. Many countries attach great importance to allocation of mid-band spectrum resources. **The 6GHz band, with 700MHz~1200MHz of continuous mid-band spectrum bandwidth, is the optimal candidate frequency band to deliver wide-area high-capacity connectivity. Earlier in May this year, China’s Ministry of Industry and Information Technology published the Regulations on Radio Frequency Allocation of China, taking the global lead in allocating the 6GHz band for IMT systems and providing ample mid-band frequency resources for 5G/6G development.**

Therefore, **Wang Xiaolu, head of the Chinese delegation for WRC-23 Agenda Item 9.1C, stated**: “Applying IMT technologies in fixed service frequency bands for fixed wireless broadband can further expand IMT application scenarios. This will facilitate a more extensive IMT ecosystem with economies of scale, promoting rational and efficient utilization of radio spectrum resources, guiding high-quality global IMT industry growth.”

In fact, GSMA issued an ecosystem report on the 6GHz band for IMT last year based on detailed research into major global operators, device manufactures, chip vendors and RF companies across the industry value chain. **The report shows high expectation within the whole industry towards the 6GHz band. Global leading operators and other research subjects all believe the 6GHz band is very important for continued network advancement.**

Looking at global 5G development, **mid-bands like 2.6GHz, 3.5GHz are all mainstream frequencies. As 5G enjoys rapid growth and increasing maturity, transition and iteration towards 5.5G and 6G technologies will occur.** With coverage and capacity strengths, the 6GHz band will facilitate construction of high-quality cellular communication networks. **5G-A and 6G standards have already been incorporated into 3GPP standards in advance, forming industry consensus on technological trajectory.** Maturing 5G-A standards will catalyze R&D across the entire 5G-A industry, and also present valuable opportunities for 6G mobile communications.

**During the conference, regulators agreed to study allocating the 7-8.5GHz band for 6G in a timely manner at the next ITU conference in 2027.** This is consistent with Ericsson’s and other proposals for early 6G operations between 7GHz to 20GHz. The Global mobile Suppliers Association (GSA) stated in a press release: **“This global agreement secures the continued growth of 5G globally and paves the way for 6G beyond 2030.”** Technical work has already commenced on ascertaining sharing and compatibility between identified 6G spectrum and existing usage.

FCC Chairwoman Jessica Rosenworcel commented on WRC-23’s work: “WRC-23 is not just a few weeks of work in Dubai. It also represents years of preparation by FCC staff, government experts, and industry. The accomplishments of our delegation will advance innovation in unlicensed spectrum, including Wi-Fi, support 5G connectivity, and pave the way for 6G.”
